Yes, (in the context of an on-going structural budget deficit), that is what the Treasury Department dynamic analysis reported....

If we had left spending unchanged since Bush was elected than we would be running a surplus right now. You rarely have "an on-going structural budget deficit" if you have static spending, because the economy grows. If you have a stagnant or declining economy than you could have such a deficit even with flat spending, but than you also have a ton of other problems.
