Well obviously if one is running significant budget surpluses when taxes are cut (& the lost revenue, combined with on-going spending, does not create significant structural deficits) then it's ALL GOOD!

You don't have to be running surpluses when the tax is cut. All that is needed is tight spending control and the economy should grow its way to a surplus.

Of course considering the proclivities of politicians, "tight spending control" might not be very likely...
