First strengthen border security and stop the flow of illegals while taking legal action(heavy fines) against the law-breaking American employers. Once both those actions have been successfully completed, the numbers of illegals within our borders should have already significantly dwindled. Next, the 10M or more illegals still here should be put on notice that they must turn in all forged documents(soc sec #s, drivers license, etc) to gov officials and identify themselves at the same time. Those who fail to do so should be deported whenever apprehended by local police. The congress can decide whether illegals already here must return home and re-enter, or earn legal residence by paying fines, while at the same time going to the back of the line for citizenship(after legal immigrants). English should become the official US language for gov documents, voting ballots, etc, in order to encourage quicker immigrant assimilation into our traditional melting pot as well as saving limited resources of local governments.
