"There is a fellow who has been convicted based on NSA wiretaps. He plotted to bring down a bridge in NY." He was planning on using blow torches to cut the bridge up. It is the equivalent of attacking the Empire State Building with ice picks. Or the nit wits who wanted to blow a hole in the Holland Tunnel to flood the financial district. Brain dead plans that don't have a prayer of working don't really count as threats.
