Read Dennis Ross, and you will learn more about why everybody learned not to give Arafat "complete offers". His reaction to them was not productive.

Also notice that in 2000, Barak made offers, and Clinton made offers, but Arafat....no offers. No counter-offers.

He liked it that way. His idea of negotiations was that he got tangible goods in return for promises, which always turned out to be worthless. If he had actually been expected to spell out his position in a counter-offer, he couldn't have done that anymore.
