This Lebanese newspaper doesn't think the idea is funny. Now this is just speculation, but you will notice that Hezbullah didn't bother to build any shelters for the people of South Lebanon while they were digging all those bunkers and amassing all those rockets. Nasrallah has said more than once that he regards Israel's care for the life of its citizens as one of its main weaknesses, and he's proud that his people don't have this weakness. So it's plausible speculation.
