In my area, prices dropped around 30% in the early to mid '90s. The local tax assessor's office was backed up with homeowners appealing the assessment on their homes. They made it tough to get the assessment reduced ...

I doubt there has ever been a time when that wasn't happening some place for some reason. The mill closes in Dinkyville USA and everyone has to move to find a job - that sort of thing. Otherwise, I'd say it's about like asking if you've ever seen the price of a loaf of bread drop year over year. Shelter is kind of a biggie for most folks.
