Quit pretending Bush-Cheney is effective against terrorists. Terrorists have never had it so good as under Bush-Cheney. There are several reasons for this. First, they don't like diplomacy. Second, care more about oil profits than anything. Third, they're lazy and corrupt. Fourth, they think war will make their poll numbers go up the way they did after 9-11.

On all counts Bush-Cheney are wrong.
