No, that doesn't work. The law of conservation of energy seems to be pretty well obeyed. Random fluctuations, if any, must be at a very low level compared with the mass-energy of the universe.

But what IS randomness.... and is apparent randomness not actually random from a different viewpoint? Chaotic systems for example?
