I am talking desperation time. I wonder what gains have been made in fallout control given what you say. Also as it applies to hizbolla, the target might be Iran which is probably far enough away. I guess we need a weatherman to know which way the wind blows to paraphrase a famous poet.

First of all, I would bet that Israel has optimized their nuclear forces for just this eventuality and that they have relatively low fallout. Second, you already have 25% of their population living in bomb shelters because of rocket attacks, what's the difference if they have to wait in bomb shelters for the radioactivity to die down. Third, there's probably someone in the Israeli military who is smart enough to figure out which way the wind is blowing and target accordingly. Fourth, as my previous post indicates, I don't think there is much of a chance of Israel using its nukes, but the reason is fear of retaliation, not of self poisoning. (Same applies to India and Pakistan. Remember what I said back when they were making noise at each other? Nukes are very calming devices.)
