Was that not the era of Gingrich's Contract with America Yes. Say what you want about Gingrich and some of the people around him, they did actually move on cutting government spending. Congress has changes since then, even though many of the members are the same and the same party is in charge. Part of it might be growing used to the perks of power. Part of it is the fact that when they tried to force more government spending restraint they lost the political battle about "shutting down the government".
