OK, lets forget stats. Lets assume u agree that the difference would have been 2% based on the criteria you mentioned.

That would revise my numbers to : 73% of eligible voters did not vode for the winning candidate.

In this scenario - it makes no difference "who won" - the numbers I state would have been in the same ballpark if someone else won.
