Since when is Kofi Annan a voting member of the UNSC?

And why doesn't he discuss some of the "illegalities" he's familiar with, namely the involvement of he and his son in manipulating relief contracts paid for via the Oil For Food program?

You can ask Paul Volcker and his commission about that.
