The US caused the agreement to come about, we pretty much set the terms, we forced Iraq to agree, and then we ceased fire because of the agreement. The war was more an American war than it was a UN war. The US wasn't sitting their uninvolved in the UN asked the US to take part. The Americans decided that Iraq's occupation of Kuwait would not stand and then decided to dress the operation in UN clothing to help some other countries to be more comfortable about it.
