The main groups fighting Israel now would not act peacefully to Israel if it returned the Golan. Even Syria has not committed to do so but it isn't Syria fighting Israel, its Hezbollah (yes Syria has influence over Hezbollah, perhaps a lot, but it isn't just an arm of Syria), and Hamas both of which are committed to the destruction of Israel.

If, every time Israel gave up some land things got more and more peaceful than it would make sense for Israel to give up minor bits of land. But that's not how it worked out. Israel might have gotten peace with Egypt by giving up the Sinai, but other than that Israel's trading of land for peace hasn't worked out so well. They gave up the occupation of Southern Lebanon, but Hezbollah is still a committed enemy and grew stronger relying on the idea that it was able to beat Israel and force them out. Israel pulled out of Gaza, but then they where attacked from Gaza.
