I wouldn't be surprised if Saddam saw it that way. Kuwaitis may have a different opinion, and not necessarily and unreasonable one.

We have clearly shown in Iraq that we don't exactly double check our facts or exhaust all other recourses before rushing to war.

Saddam had been violating the agreements for years, and clearly had the intention to resume manufacturing WMD as soon as he thought he could get away with it. Its not like Iraq never had WMD, never wanted WMD, never made any attempts to get WMD, and we just invented the whole issue out of whole cloth.
