You don't have to place "smart weapon A" on the vehicle, you can place a much more powerful "smart weapon B", as well as counter-measures to "smart weapon A". Eventually armored vehicles might experience a severe decline in relative importance, after a long period of counter and counter-counter measures tilts things in the advantage of infantry, but it won't be quick and it won't be total.

If it does happen it would happen most of all in cities. In open terrain "smart weapon B", or other less smart by effective weapons will often be able to destroy large numbers of slow moving infantry with shorter range weapons. Smart weapon A might be able to tank out a tank, but its defenses will increase as well. Meanwhile the infantry can be hit with all sorts of weapons that don't have to have the power or armor penetrating ability of "smart weapon a".
