I might have expected the IDF to do marginally better, but considering that for most of the conflict Israel has just attacked from the air, or with small cross border raids and some application of small special forces units, I'm not surprised that many rockets continue to rain down on Israel each day. Even now they haven't really gone to a full tilt no holds barred invasion. I had expected the IDF to be a bit more aggressive. As far as I can tell many of the IDF's leaders wanted to be more aggressive but the politicians said no.
