Wealth is relative. People living at or near the poverty level in the US would be considered well off in some places. Even in our own US history there have been times in which the current standard of guaranteed services, food, shelter, and clothing offered by the welfare system would have seemed exceptional.

'Rich' is usually a term ventured by someone who is covetous.

There is a great deal of research that suggests people are satisfied with their lot when they view themselves as doing slightly better than someone who is a comparatively similar other. So, 'rich' has value as a social comparison and not much more. I've never seen anything positive result from making such comparisons.
