I was listening to a Reuters guy on the radio.
He said it was common to photoshop the pictures for skin-tone and brightness. Sometimes they try to improve the focus.
He thought this photographer pushed the envelope a bit (and rather crudely too) but not in an attempt to change the overall meaning of the picture, just to improve the contrast.

None the less, he is no longer on their list of free lancers.
