I think Israel gets attacked more for collateral damage for several reasons.

1 - Israel is more powerful than Kuwait and more powerful countries get verbally attacked more when they use their power.

2 - The region is more hostile to Israel than it is to Kuwait.

3 - Israel is seen by some, esp. in the Arab world, as illegitimate. Anyone who believes this, or even goes slightly in that direction is likely to be much more critical of Israel.

4 - Israel has a free press so criticism of the government can sometimes come from within Israel.

5 - Anti-semitism. The extent this is a factor might be exaggerated by some of Israel's supporters. Its certainly true that criticism of Israel's actions doesn't mean you are anti-semitic, but I think its still a factor with some of the critics. What percentage I don't know. Not a majority, at least not a majority of important voices in the richer more developed countries. I put this last for a reason.
