Yes but heavier regulation and/or more socialism gives businesses even a stronger incentive to try to manipulate government to gain such advantages. If the government is mostly hands off the incentive declines greatly. I suppose if government is really intrusive it might stomp out the ambitions of business leaders and large investors but if it does that it does a lot more harm than good.
