When it's the former police force doing the killing, are you responsible because you didn't jail or kill them all pre-emptively?


I know of no one who would claim the security situation in Iraq today is better, even remotely, to what it was under Saddam. I don't think Saddam was killing even 10% of what are being killed monthly now.

At the height of the S. African violence, something around 250/month were dying, and that made world news. If Saddam had been routinely killing 150/month, we would have known about it.
