It's the only case where one side decided not to settle its refugees, but put them in permanent camps so they could remain stateless refugees for generations, paid for the by UN dole.

Sounds like more evidence that it was a mistake. Rather than establishing "sides" via partitioning the land, having all the parties on the same team on shared land would have been the better approach....
