They resort to terrorism, the "great equalizer," because they don't have the military might of Israel. Hence, Hezbollah is indeed "playing fair." Hezbollah isn't at all a benign institution that "plays fair." They are a military organization. That doesn't make them benign. It doesn't make them a rag-tag group of irresponsible bombers either. They seem to be every bit as moral and disiplined as their opponents, they just don't have as lethal weaponry. TP
