I don't have information about target assessment, but I know most of the help, if not all of it, came later on in the war. We also helped Iran but that wasn't a broadly considered national policy, it was "Iran-Contra". Overall I'd say we helped Iraq more, but for much of the war we just staid out of it. However I'm only fairly confident of that assessment, not totally confident.
