One of the problems that Vincente Fox faced was the entrenched bureaucracy did not want to allow their ability to steal from the people to be reduced. They all ganged up on him to mire down anything he proposed. Generations of corruption takes a revolution or a long time to overcome. There is now another reformer as President. We will see if he is more effective. For a while the socialist former mayor of Mexico City was ahead, and he has been trying to steel the election. One of his tactics was to have his party's election monitorers in area he was likely to lose in refuse to certify results until almost midnight of election night, so that he was ahead when people went to bed; then he claimed that there was fraud, and he mobilized protesters to try to intimidate the judiciary into allowing his to steal the election.

I wonder if the Mexican leftists will be as bitter in six years over their failure to steal the election as democrats still are over their failure to steal the election in 2000.
