Is device area determined only by transistors ? or by metal layers ? I had assumed by metal layers. Is that incorrect ?

I believe routing is the major die size limiter. Adding more metal layers mean smaller die size with no change in feature size, but it also means more processing steps with more chance for problems and extra processing time. AMD typically uses more metal layers than Intel does.
