There is a question whether it was designed to be so confusing? The U.S. military was performing hijacked airliner trainging in the Northeastern U.S. just that morning. A coincidence or part of a grander plan to confuse and distract those who would normally react to real potential hijackings in a much more timely and professional manner? 9/11 stinks through and through. Either due to government ineptitude or deliberate planning, 9/11 just stinks, and amazingly it has never been properly investigated. Like why doesn't Congress investigate how a plane flew from Ohio to Washington, DC with over an hours notice and slammed into the Pentagon without any resistence?!? How can that actually happen and why is it not properly investigated?
