Bush was the weak-kneed one. He did absolutely nothing on counter-terrorism before 9-11, then turned around and blamed it on Saddam, who had nothing to do with it, and Osama Bin LAden is still alive. Just amazing.

Bush wasn't president when all the preparations were made for 9/11 someone named clinton was on the throne. The preparations were finalized before George even took office. Remember George was only President for 7 months when 9/11 happened. And George went into Afghanistan after Al Qaeda if you recall..... Before Iraq, Afghanistan.....

Of course Bill clinton's handling of the first bombing of the World trade center was less than masterful, at least George tried to do something about the bombing on his watch, and Clinton was also the president who brought us the slaughter in Waco Texas. Clinton should have started on Counter Terrorism in 1993, and then their might not have been a second attack, but while Clinton was president, the killers for 9/11 were in the US training for their murderous attack. Clinton and his entire Government had no clue.
