The first WTC bombing resulted in arrests and imprisonment. Executing the Blind Shiek or whomever was probably not an option legally.

I believe that Murder carries a possible death penalty in New York State. Certainly terrorism should carry the death penalty. But the blind Sheikh should have been killed not writing letters to the terrorists back home. And who said the court had to order the execution, deport him halfway home.
