As far as I know Israel has not declared war on Lebanon so the rules of war do not apply(between states).

The war is against Hezbollah not Lebanon. Also most countries don't seem to declare war anymore, the US hasn't declared a war since WWII, but Korea, Vietnam, the Gulf War, etc. were wars. The "rules of war" still apply, and if they didn't than Israel would have even more latitude. The "rules of war", are things like the Geneva conventions, and serve to limit what a nation at war is supposed to be allowed to do, not expand what it can do.

Murder, manslaughter, etc. could be applied to any intentional killing of non-combatants (including intentional killing of captured and no longer resisting combatants) absent a trial and conviction for serious crimes. But the normal waging of a war is not murder, certainly not in the legal sense.
