I think the World Police, who ever they may be, should just go back to the old Maritime Law for Mutineers and Pirates. So if a Terrorist attempts to Hijack a Plane ... they just grab em and Hang Em on the Control Tower or the just Drag Em around on the Back Tail Fin or Rudder in a Zero Oxygen Atmosphere. For the ones that are afraid of heights they could offer blindfolds or just knock em out with a Steel Blackjack or Tranquilizer Dart just like they do Rabid or Wild Animals.
