Hezbollah's policy it to deny involvement in such activities but there is no doubt that if it wanted to, it could easily stop them.

And Hezbollah did, presumably, since such activities never happened again.

Why are you splitting hairs? Northern Israel enjoyed full calm since Israel pulled out of Lebanon, until the Israeli government decided that they wanted to destroy Lebanon.

Hezbollah explicitly stated that they did not want war, and they did not bomb. Israel explicitly stated that they did want war, and they began bombing. It really is that simple.
