True the top (and often bottom) of the tank has thinner armor. Missiles that take advantage of this fact exist (for example en.wikipedia.org but not all missiles are designed to do that. Also you could hit the top with a conventional ATGM or RPG if you attack from above but the tactical situation might not have allowed for that.

Still I can't imagine that Katyusha/Qassam rockets are a good way to deal with tanks. Maybe with truly massive barrages (hit your target by hitting everything in the area) but I certainly wouldn't want to rely on individually fired rockets or small salvos if I had a hostile armor force moving toward me.

Also some of these rockets have warheads as low as about a pound, and there HE not HEAT for the most part, so even hitting the top might not be enough (but they come in all different versions, some of which may be HEAT, and some of which are a lot larger than the "Qassam 1".
