No you didn't cite a UN report. You cited an article where someone mentions seeing a UN report, not the same thing.

Also if you had actually cited a report that still means the only evidence that you would have had would be an argument from authority, if both people accept the authority than no problem, but otherwise the argument is very problematic, and certainly doesn't amount to proof.

Even if I was prepared to accept the UN as an authority, hearsay claims about what the UN said don't amount to authoritative statements by the UN. You would have to present the actual report.
