It started the conflict because it came first.

It appears to me Israel's goal is to set Lebanon's civilian economy back about 20 years.

If their goal is to destroy the Lebanese economy they are going about it in a very efficient way. They could have done more damage in a day or two with little or no loss of IDF personnel. Just carpet bomb Beirut.

It looks to me like they are targeting military installations

They don't have the ability to target military installations at range with their Katushas and Qassams. They aren't accurate enough to hit specific targets except by luck.
