WTC-7 was actually blocked from the collapsing twin towers by WTC-4 and WTC-5 which were situated between WTC-7 and the twin towers, both WTC-4 and WTC-5 did not fall despite being closer to the falling debris from the twin towers. The only building to fall after the towers fell was WTC-7, and there were other buildings that were closer to the twin towers.
