More like the cloud went around the building. Examine the photo again. There is an older design building next to WTC-7. The street behind it is clear of dust, the debris cloud hit that building and changed direction (up). The dust isn't going around that building. At WTC-7 the cloud has made it to the street behind and is barreling down the street that intersects behind WTC-7 almost as fast as dust clouds moving down streets that were not blocked by any building.
