It was an independent photog trying to sell pics to news services - you'd expect them to try to make their pics as dramatic as possible, to get the sale. Whoever BOUGHT the picture should be fired, for accepting such an obvious, bad Photoshop job.

In my journalism class in college, I learned that it's perfectly acceptable to "clean up" the speech of public figures and others, as to grammar, slang and mispronunciation, as long as the message is the same, even if it makes a moron sound normal. This doesn't seem but an extension of "principle" that into the graphic realm.
