It sounds like that Parish would be better off not being rebuilt. It's subject to the same thing again, and is a real mess.

The risk to it is through MR-GO, which needs to be closed. The other source of water, the levees, can be fixed. Protecting St. B. is not that difficult, in other words.

It has significant port facilities, a couple of refineries, things that cannot just be written off.

The real problem with rebuilding is that lots of folks have left, never to return. There's no reason to invest in infrastructure, schools, hospitals, etc., for a severely limited number of inhabitants. Thus, even if rebuilding is feasible and rational--and I contend it is--the sad fact is that there is no reason to do so if the inhabitants are not willing to return.
