The department failed to spend $200 million in research and development money from past years, forcing lawmakers to rescind the money this summer.

Uh.. since when is the Bush administration defined as "lawmakers"?

You can criticize them for DHS not spending the $200 million that was allocated, but it doesn't seem logical to criticize them for congress withholding the money in this year's budget.

Also, if the money is not being properly spent, or is being spent in an ad hoc manner that is not achieving the goal, isn't is a waste?

Is this your solution, just throw money at a problem, or shouldn't the money be reserved for promising technology that meets the mission requirements (including the compromise between security and convenience)??

I personally don't know who security folks are going to stop people from smuggling liquid explosives onto a plane with any efficiency. There are too many places that such explosives could be hidden (including body cavities). If we can't stop drug smugglers swallowing condoms full of heroin or cocaine, how are we going to stop someone from swallowing a "time-release" capsule that desolves in their intestinal track and mixes somewhere along the flight and explodes?

Such is the conumdrum of securing our world from suicidal fanatics.

The only means to do so will be to eliminate the state-based supporters of such groups and forcing them to take actions against these terrorists, rather than supporting and recruiting them.
