Well, if the ultimate users are conspiring to commit illegal acts and if these guys reasonably know that - as they probably do, I think they are a part of the conspiracy. I suspect it might be hard to make a criminal case unless you can bargain them into confessing though. Nevertheless, these guys - unless they can come up with a good explanation, should be considered suspects and subject to monitoring of some sort. I guess it doesn't have to be terror-connected, could be folks in the foreign dope business. Though if they are Arab/Pakistani, terror seems more likely.
