Next thing you'll tell us is that Bush is not really the president.

Well, that would be better than you trying to rewrite the US constitution and calling him a "lawmaker".

ONLY CONGRESS has the ability to make laws. The President's sole right is to confirm or veto that law. And even THEN, on a 2/3 vote, Congress can override the President's veto.

And btw, only Congress can increase, or decrease, agency's budget. The President presents a BUDGET PROPOSAL, but it seldom survives intact after Congress adds/detracts from it.

You really need to go back and study Government 101.

Hell, this is stuff you should have learned in High School..
