Bush is MAKING LAWS by interpreting them to his liking. If a cop refuses to give you a ticket for violating the speed limit, but merely a verbal warning, is he making up the law, or merely interpreting that your behavior regard that particular infraction merited "interpretation"? There are laws on the books RIGHT NOW that prohibit oral sex. But most courts, and police officers, do not enforce them. Does that make them "lawmakers".. Just give it up, Sly.. Let Bush and Congress battle it out in the Federal Courts and LET THEM make the final determination as to what constitutes Executive versus Legislative powers. After all, that's why the creators of the constitution created a Judicial Branch of government. Hawk
