That really does not mean much to me. The chairs serve their purpose during the pouring stage before the concrete sets up. Once it has hardened, the wire mesh helps hold it together and the chairs no longer serve a purpose.

It would not matter if the chairs disintegrated, since the concrete and the mesh now are joined.
