"Of course, no one thought that flying planes into skyscrapers would ever happen, either." That, of course, isn't correct. There were plenty of people who speculated that might happen. IIRC, that was even in the PDB that Bush was presented with a couple of days before it happened. Now if you want to amend your statement to "no one in the administration believed, despite being warned", that would be an accurate statement.
