Rule of law is one of the bedrock institutions for democracy.

The world is not a democracy, or any other type of unified government.

Israel is a democracy. Israel should try its citizens if sufficient evidence can be found that they committed a war crime. But Iran, or France, or Ghana etc. do not have jurisdiction over Israel, or the US, and the issue of democracy is irrelevant in this context. Many of the countries of the world are not democracies, and even if they where Israeli and American citizens don't get to vote for their governments.

As for "the guys that served under Hitler", nothing that America or Israel has done is comparable to the Holocaust. Also German citizens where only subject to international war crimes trials because Germany surrendered unconditionally, effectively giving up its sovereignty to the allies.
