Its probably more like decades than centuries. Depending on the type of cut it can even be years.

But even before the tax cut actually "pays for itself", it still provides a benefit. If the economy is a few percent larger that's a benefit even if the economy isn't enough larger to have the extra tax base make up for the lower rates.

Its a pragmatic action, but the politics of it can cause the action to be canceled thus reducing or perhaps even eliminating, the long term benefit.
