You fail to indicate that the tax cuts were followed by a tax restoration before the great economic expansion.

Regan reduced rates, and then increased them, but the rate after the increases was still lower than the rate before the reduction. You still had lower taxes, and a net tax cut under Reagan, not a return to the tax situation under Carter.
